I was under the impression that the pontoons in the main harbour were removed in the winter. Is electric or water available on the outside? But I never stay outside, so am not sure & could be wrong ( as usual)
there is water but not electrics IIRC on the outside but if rafted as happens the hoses may not reach you so make sure you have a long one of your own. Also avoid the west end of the outside pontoons and whilst searching for a spot don't go around those ends (nearest the marina wall) where the locals used to paddle with prawn nets at LW. It may have changed but the water taxi to/from the outside pontoons is not too reliable and may stop running before a restaurant in town closes, leaving you stranded., which is why we always used our own flubber.

Pontoons linked to shore, several years back, so definitely don't try to got round the shore ends. Deals with the water taxi / dinghy situation though!

But it has the depth the OP requires, beggars can't be choosers and one marina and pontoon is much like another, I never noticed a particularly scenic one in Guernsey and there is always the bus into St Peter Port or used to be.
Not with you on this one. Depth- Yes ==but the area is dire. The pontoons are dirty & some of the boats look like wrecks ( or did).Besides the Victoria is right opposite the pub under the Crowsnest. When my wife & daughter visit I can hardly get them out. The only way is to wave a credit card under their noses & walk down the high street like the Pied Piper. It is near to M & S for food etc & all the other decent eateries. Having to bus there would be a right pain. Have you tried catching a bus when the cruise ships are in? they fill the round island buses & the locals cannot get a seat for love nor money. Dunno if the LA has solved that one yet.
The Victoria is great to step ashore for a stroll round & look at the things going on. Sometimes activities such as events, cycle racing running, wet T shirt dinghy paddling :D etc

The OPs request was for a bolt hole and with a significant depth restriction.

Well I did agree with you on that. However, I still believe that he can get in at Victoria. There is greater depth on the LH side & no one has mentioned that. He would be Ok.No point in going into a scruffy place if he can enjoy the delights. I have rafted on that side aginst bigger boats with no indication of an issue.

Well I do have a gap in my visits having spent time away and these days post stroke having now switched to a mobo with 1 metre draught it bothers me less. However, I suspect the shore ends are still in shallow water unsuitable to the OP.

It's a grand place in most summer weather. However if a gale should arrive from the East I would not hang about in Victoria Marina. I don't know how easy it is to get a berth in QE2 (as suggested by Mudisox) and I have never used it personally but it looks a better bet. SPP can be like a washing machine with a real chance of alongside damage.
.
I was in St Peter Port many years ago in July on a pontoon in the main harbour when an easterly F10 was forecast. At highwater, during the night I seem to remember, the wind was holding 40 knots in the harbour and the surging on the pontoons was horrendous. The pontoons dragged their moorings and severed the water supplies.
I was getting ready to move into the drying part of the old harbour (careening hard) when the wind started to ease. I believe that boats were damaged in Victoria Marina due to the swell. I suffered two damaged mooring lines and a wrecked fender from the night.
Apart from that, it was a great social event with other boat crew as we tried to protect our boats on a bucking pontoon.
