I am not familiar with Pastow, or did you mean Padstow, known in Cornwall as Padstein? Anyway, it has probably been named after a nearby location. On the River Dart estuary there is, for example, the Greenway Estate now owned by the National Trust but formerly Agatha Christie's home, and I could well imagine a port hand buoy somewhere near.
The naming of marks is usually the responsibility of Trinity House in English and Welsh waters.
