On eBay I won a wheel advertised as 105mm diameter with a reserve of 99p.

Having bid a fiver, I won it for £2.20! Although the postage was £40 from Italy, it duly arrived, looked brand new and is obviously worth considerably more.

I guess the translation process produced 105mm instead of 105cm and 99p instead of £99.

The boss has a keyed tapered hole which matches the shaft but between it and the pedestal is a plastic bush coarse threaded over the spigot containing the female taper with four substantial capstan-like arms with black plastic knobs on the end.

If the boss is secured with a screw into the end of the shaft (thus making it captive), the "capstan" could stop wheel rotation. If it is not so secured, the "capstan" could force the wheel off the shaft (enabling it to be stowed out of the way).

I notice that the latest Goiöt wheels, have a "push button quick release" feature.

Is this the predecessor or is it a lock. I cannot find any reference to my wheel on their website.
 
I have an older(prob about 15 years) Goiot wheel on my boat and the plastic 'capstan' on mine acts as a wheel lock - can't comment on the newer ones!
