Glass fibre resin & epoxy

Yes as Old salt says epoxy sticks fine to polyester but it doesn't work the other way round. Clean well and maybe abrade with an angle grinder and definitely clean with acetone and it'll all go swimmingly well.
 
Epoxy sticks to cured polyester resin great, a light abrading can only help and a rub with acetone to remove any dust but resin doesn't stick too well to epoxy.

Also don't use fiberglass mat with epoxy as the binder reacts with the epoxy - only use woven roving.

The binders standard CSM (Chopped Strand Mat) will not dissolve in standard poly resins.

There are many types of cloth made for epoxy resins both stitched and woven in a variety of weights, roving's are only strong in two directions are best used only to provide a smooth finish and help ensure no loose strands are protruding.
