You may be surprised what a Holiday weighs. I used to tow a very similar Cruisers 224, the quoted displalcement was 1750kg, weighbridge weight with some fuel, water etc.. and 4-wheeled trailer 3100kg!!! Just over the limit for my Trooper, but still dooable with care.

Its high or low depending on how you look at it, assuming the lowest dry quoted weight for a Holiday at 1850kg, then add 200kg for fuel and 100kg for everything else, that comes to a total of 2150kg for the boat alone.

Trailer for that will be in the region of 700-800kg which means a minimum gross weight of 2850 - 2950kg or so - that puts it in the highest capacity 1-2 trailers in most manufacturers ranges, given a typical £150 difference in price at that level I'd go for the max capacity and maybe have some headroom in a worst case scenario.

Last thing you want is plod weighing the wreckage after an incident and doing you for being overweight - at which point I suspect your insurance Co would exit stage left too....

Nobody has mentioned that there are very specific regulations relating to Gross Trailer Weights and Maximum Towing Weights.
"Should cope" has absolutely no relevance to towing legally. It revolves around the manufacturer's stated towing weight for that specific vehicle.

Just as an example we have towed a 23ft Sealine for 1000's of miles through Europe useing an 3 litre diesel Isusu Trooper and a 2.8 diesel Shogun. No problems (except for punctures) at all in fact the gearing on the Shogun was better for towing. Look out for cheap Pajero's (same as Shoguns) should be plenty around at low prices.
Also I know there's loads of empty space in the boat but load the car not the boat.
 
I don't tow boats but I do tow. I have two recent Range Rovers, they in theory tow anything that may legally be towed, I mainly tow heavy (all metal) livestock trailers. Despite the capability of the car I would not want to tow a 21' motorboat on a regular basis, too heavy for comfort. Moving it occasionally fine, start & end of season etc., but not regular moving from one launching slip to another etc.

I would suggest you look at an older Range Rover / Disco / Defender / Jeep Grand Cherokee as a second vehicle for towing.
