NO. it needs all antifouling to be removed the base prepped.

No definitely not. Look at the product data sheet on the International Yachtpaint website www.yachtpaint.com/uk (Gelshield is listed under osmosis treatment in the product guide) and you will find the following: [ QUOTE ]

BARE GRP: Wash down with Super Cleaner, rinse with fresh water and allow to dry. Sand with 180 grade (grit) paper.
PREVIOUSLY ANTIFOULED SURFACE: Remove using Interstrip. Wash down with Super Cleaner, rinse with fresh water and allow to dry. Sand with 180 grade (grit) paper.
EXPOSED LAMINATE: Patch prime using Gelshield solventless epoxy.
