When i was considering removing the gelcoat off the bottom of a boat the only way to get one was to buy it.

Have you considered using a stock standard electric planer with the blades modified, ie, the ends of the blades rounded and sharpened?
I have seen this done on a few boat hulls in the past, not as good as the right tool but a lot cheaper and your going to have to fair the hull anyway.
