Gas restrictor

When i was stripping and renewing the gas pipes earlier, a copper 'restrictor' fell out of the coupling to the Rinnai water heater. It came from the union that takes the propane from 8mm copper pipe upto 10mm copper into the heater.Does it need to be there? Why is it there? (The last person to touch the system was a gas engineer and also there is no mention in the instructions/installation manual)

I have never seen anything like your description in copper pipe work before. Are you able to post a picture ?

I don't know this heater but If It is in the external pipework it sounds strange. If it is actually part of the heater inlet it may be an injector or a manufacturers fitted restrictor ? I remember when we used to fit domestic multipoint water heaters they had a butterfly flap in the inlet that often had to be adjusted (opened) to achieve the correct burner pressure.
If you try it without the restrictor fitted, how big is the flame compared to that with the restrictor? be carefull !!!

Are you sure it isn't an internal sleeve?

Are you sure that it's not the 8mm olive that wasn't fitted properly.

I've seen some DIY instances where people have just pushed pipes into fittings, screwing them tight and not realising that there is a bit more to it than that.

That looks like a fitting to convert a pipe to an internal thread that has not been soldered in! Where was it exactly?

I'm not sure 'exactly' but the only place it would fit would be where the 10mm joins to the heater i think. It fell out of somewhere at that joint.
