Gas cylinder welded to hull, with pics - any ideas why?

Here's a head scratcher for you. The General Ironside is parked two slots up from us in the boat park and has a 47kg LPG cylinder welded to it. Anybody care to make a guess what's going on? Notice the s/s sleeve protruding out the bottom of the cylinder.

Welding appears to be incomplete and of a poor standard with little or no preparation.

There is one like this at North Queensferry too. It is a bulbous bow and the stainless sleeve is probably something to do with the ballast system.

Dont you know you are supposed to store Propane cylinders verticaly

I am guessing that the ss sleeve is to allow water in so as to make it floatation neutral and help reduce pitching.

Got to keep the spare cylinder somewhere. As gas lockers go... at least it looks like it will properly drain overboard.
