Reading the BSS on gas bottle location it states the bottle should be 1m from a source of ignition. I have seen lots on bottles on the sterns of boats less than 1m from the outboard which I would class as a source of ignition. As the outboard and bottle are outside, the potential for an explosive mixture is reduced, so feel the stern mount is a good option.
If your a BSS examiner would you refuse a certificate based on the bottle mounted on the stern less than 1 m for the starter solinoid of the outboard ?
