Yes, of course gas will not drain if the cockpit drains exit below the water line. So my suggestion to allow gas to vent into the cockpit is dangerous in that case.
I am trying to think how common that arrangement is. All of the boats I know best drain above the w/l It means two more holes below the w/l and so seems less than ideal.
