About 3mths ago I bought the NW Europe chart for the Garmin mobile app for iPad. It cost about £50. The app is now alerting me to a chart update that has to be paid for and costs £74.99. This is outrageous.
Yup, they've just announced a price increase for all European Regions and discontinued the discounted update scheme for existing customers on the mobile charts.
The official line states "Due to an increase in Third Party royalties some of the BlueChart® Mobile chart regions show a price increase." - same reason given for the discontinuation of the discount update scheme.
Hmm so why is the price in the US $30?
A good question, but unfortunately one I can't answer.....maybe put the question to Garmin directly? :

Yes I did contact Garmin in the first instance. This is how they responded
Thank you for contacting Garmin Europe.
