Fuel transfer charge

My local marina (council owned) charges £25 if you arrange for a road tanker to deliver fuel to your boat. They call it a fuel transfer charge but they also try to charge each boat if more than one boat fills up from the same tanker. In my view it is an anticompetitive charge to try to justify their high fuel costs from their own refuelling station, as tankers are generally at least 10p per litre cheaper. Does anyone know if this charge is legally justifiable? If I get a road tanker to deliver heating oil to my house I don't have to pay the local council £28 for the priviledge!

Not sure about fuel specifically, but a Thames marina used to stop anyone using outside marine contractors but caved in when threatened by a bertholder on the grounds of "restrictive practices" I believe.

It rather depends whether you want a quiet life!

If practical hlb's suggestion is probably best.
