Fuel supply to Airtronic D5

My D5 has a fuel regulator that is leaking, looks like it's coming from the adjustment dial, do I actually need a regulator like this (see pic)?

Also, and for my own clarification and understanding, is the item in the other pic a fuel shut off solenoid, this is located in the fuel line before the regulator.
