Fuel line access through cockpit locker side

My main engine is a Tohatsu outboard fitted in the cockpit engine well. The fuel tank is fitted in the starboard cockpit locker. At present the fuel line is fed through a round inspection hatch which has had a hole broken in it to pass the line through. I am looking for a more elegant, and watertight (at least rainproof) solution.

Any ideas?

I have often thought about mounting my tank in the cockpit locker. The arrangement you have would be one of the methods I'd consider for the fuel pipe. I'd fit the inspection hatch in a vertical surface and make the cut out for the pipe as small as possible to minimise rain ingress. I'd fit a second uncut cover in the hatch when the boat is not in use.

Another method i have thought about is to use a small ventilator cowl. Adjust the fuel pipe lengths so that the bulb always remained in the locker close to the tank.
 
No. Jessie is a Trapper TS240 trailer sailer and both cockpit lockers are open, at the aft end, to the area under the cockpit, which in its turn is open to the cabin. There have been, and are, no problems with fumes, although the previous owners did remove the gas stove system which had the bottle stored in the same locker.
