The offending material could be from someone drilling/filing stainless steel up their mast.

I am having similar problems with the building works in Ipswich.
I was on N pontoon in Haven and noticed some black pinhead size tar type spots.
last week i found rust spots....
Marina has moved me but the boat is a mess.
What was the outcome of your discussion with Neptune?
