The principles of refrigeration is that the gas is ncompressed so gets hot this heat is dissipated ie carried away from the gas which then is decompressed so it gets. It obviously follows that the dissipation of the heat of the compressed gas is vital. heat is best removed by having the greatest heat gradient. Now air cooling inevitably menas that the air gets hot and unless this is force ventilated the gradient is less. Obviously also water soaks up heat better than air and when circulated ensures a very cool coolant. reult more efficient refrigeration. so water cooling is best.
