In PBO for June, in the article, "Cross Talk", contributor Mr. Adam Carapzzio states: It is possible to obtain a "Permis de Bateau" in one afternoon of ones time.
Also, to obtain an ICC all that is required is any RYA certificate.
My questions are;
1. What is a "Permis de Bateau?"
2. What is needed to be demonstrated during the afternoon?
3. Exactly what does the, "Permis de Bateau", entitle one to do?
4. Where do you obtain the, Permis de Bateau?"
5. Would an "RYA Day Skipper Shore Based," cert. qualify for an ICC?

The shore based certificate does not entitle you to the ICC. For the "Sail" ICC you need one of the following:
-Day Skipper practical course completion certificate.
-Coastal Skipper or higher practical "" "" "".
-RYA Dinghy instructer.

RYA Dinghy Instructor? I remember sitting in a boat full of them once and a student asked what was a rolling hitch - they all looked at each other for advice!

From memory:

You need a permis if your boat has a motor of 10hp or more IF sail is not the main means of locomotion. If sail is, then irrespective of the size of your motor you don't need a permis unless (1) your boat is > 25 tonnes or (2) you are intending to carry out a commercial operation : charter skipper; instructor etc.

There is a formula for determining when sails are not the principal means of propulsion but most sailing boats and motor sailors comply.
