As an addition to your local sim cards and dongles that forever seem to crop up on the forum there is Skype http://www.skype.com and Fring http://www.fring.com

With Skpe, Broadband to Broadband it is free, a Skype Account is where you can place a credit of lets say €10 and make very cheap calls. So for us in Greece we can call UK landlines via Broadband €0.02 pm, mobiles €0.23 and SMS €0.056 for 160 characters. Fring lets you run Skype, MSM etc. through your mobile as long as your phone has WiFi.

As far as getting Broadband other than using our local sim dongle we found plenty of unsecured sites down Croatia and Greece plus plenty of free WiFi's here in Greece.
We also use a booster dish for range, ours is the Hawkings dish, there are numerous other makes out there and no doubt some will be better performers than the Hawking.

At the moment we have free Broadband so most of our calls are free or very little.

Don't know if it's ever been mentioned before but GYMSIM is a good route to cheaper incoming calls. Costs nothing for you to receive calls where ever you are overseas and costs callers only the cost of a call to a UK mobile number. Slightly lower costs calling from your phone to UK numbers rounds out the deal. Go to http://gymsim.com/ for info.
 
Fring will apparently work via WiFi with an iPod Touch, as long as you have a pair headphones with a mic, no app for skype with iPod touch yet...
 
I use Skype for 90% of my calls - recently frequent very long calls to Australia, and have saved a fortune.

I have a dial in number in UK for my kids to use.

I have it set up so if I am not at home, any incoming call is re-directed to call my mobile and transfers the call. I then have to pay the mobile phone call from skype to my mobile.
