Doesn't an ICC with a PWC endorsement do?

I think it would depend on the flag of the jetski; if it's a UK flagged vessel then the UK licensing regime would apply (although strictly I suppose this would also depend on how the French define a jetski). If you're renting one in France, though, then you're bound by the French rules.
 
When i did my French "permi du Mer " back in 2005 there were loads of lads maybe 1/2 the class -just there cos they wanted to jet ski only .
They had to do the whole 4 day course + exam together with us MoBo ers .
May be things have changed .
But in 2014 there wasa death in St Trop with a jet ski .Since then it's all got more quite understandably controlled .
Seen a few stopped arround Lerins. Cannes and.La Rague by official Dom .
Theresa 300 M from shore rule etc .
Super Yachts / and small stuff 100 ft like that SSkr doc charter get round it (assuming punter wants a go ) by sending a crew member on an instructor course. Typically 3-4 days €1000 ++
That bod can now teach / introduce punters in some sort of "supervised " intro - there are limitations like in sight of mother ship etc .

So I wonder if the "liecence " is indeed a full french Permis du Mer " Or a bod with the "instructor " cert has just plugged the kill cord in and said off you go ?

Happy to stand corrected if the F have simplified it for to them Jonny foreigners .

Ps I ve been fined waaaaay back in 1992 for Jet ski issue off Cannes -fc 200 back then - so be warned

Just to put some perspective on it -ride on jet skis .
You see them on B platforms in tender garages, on FB,s -- they look great .
You see folks on them @ sea -looks great - think --- I want a go - right !

Let me take You back to school there was a bike shed and you had a 10 speed racer -down a Uk hill in top gear peddling like hell -what 40 mph in shots /tee shirt -easy .
Fast forward to the 90's and think Honda fireblade -Yam exup etc 170 mph -full leathers helmet -how many motor cyclist died /year ( pre speed cams ) ans loads .

Back to jet skis back in 1992 my Seadoo had a twin carb twin cylinder Rotax 50 hp and would 45 mph +
I used to race em .
Marseille to St Tropez in one day and race back the next day -- being one such race supported by the works Seadoo team from Canada .
Coming off at full chat ( remember 50 hp ) like hitting concrete -we had motor x gear on helmets /back protectors gloves etc .
Did NOT wear a life Jacket -- nope had an impact vest on which just happened to keep you face up long enough when you
Knocked yourself out after a high speed fall ,for a support boat to arrive !

So today I see 4 cylinder 200hp + ( ok heavier ) stuff bouncing about with no head protection ,some (not hire stuff ) no vest on .

Hence the F are trying to regulate it .
Would you jump from your pedle bike to a fireblade without a "liecence " or training
Hit rhe water @ 65 mph --bones will break if you are lucky not your neck
