I wasn't aware flares were compulsory on leisure boats over 13.7m but apparently it's so:

Not convinced that EVDS specifically have made flares all but obsolete. Rather, I think it's the myriad of non-visual communications methods available today.

Various other things you start to need, like a ship's bell, NUC lights, a fire pump, etc etc. Not sure all of them are at the 13.7m (45') point, I think there's another break at 24m where things get more onerous.
