Fixing deck organisers

On a small boat (14ft Voyager) would it be possible to fix a couple of deck organisers, where the load will be light, to the cockpit roof with a little epoxy rather than drilling more holes?

Through-bolting will be much more secure.

No any undue stress will more than likely rip up the top layer of gel & mat. through bolt with a large ply backing plate & if possible a s/s plate the same size as the organizer

Yep, have heard good things about using butyl rather than silicon...

Thread hijack but...what sort of torque would you put on the bolts. I ask only for information as I'm looking to do this soon on my Westerly?
