On a small boat (14ft Voyager) would it be possible to fix a couple of deck organisers, where the load will be light, to the cockpit roof with a little epoxy rather than drilling more holes?

I just use a spanner, wots torqueThread hijack but...what sort of torque would you put on the bolts. I ask only for information as I'm looking to do this soon on my Westerly?
