Fitting throttle cable

Hi I’ve just fitted a second hand mercury engine is 60hp fitting the throttle and gear cable but it won’t stay tight enough to get up to the higher Revs or change into going astern. It’s got no locking mechanism on the engine. The only thing the cables run through is the rubber bung then attach to their connections. Hopefully someone has the same issue and can give me some advice. Thanks

Shouldn't there be a clamp on the cable outer sheath?
