EC Regulation 2037/2000 was superseded by EU Regulation 1005/2009, but the ban on halon remained, and this Regulation does only apply in the EC as it is a European Parliament regulation.

There may be European legislation but CFCs are one group of substances covered by the "Montreal Protocol" q.v. which is an International treaty aimed at phasing out substances considered to be responsible for ozone depletion. There is presumably similar legislation in other countries.
