Any story worth telling is worth exaggerating. But Dick is not wrong by much. I don't know precisely where the incident occurred but Ramsgate is certainly on the fringes of the world's busiest shipping lane, you can see the shippoing from the top of the hill, and a vesssel in trouble might well drift into the busy traffic area. "Near" might have been better than "in" but I think you're being a bit hard on him.
