It was a form of endearment offered by members of the Royal Navy towards islanders, notably Falkland Islanders, after Benny the rather slow bumbling chap on Crossroads, with whom the Navy observed a distinct similarity in the mental disposition of said folk.
However, there was a general instruction not to call Islander's Benny's, so instead they were then called "Stills' - why because they were still bennies.
