Fender valves

I have two excellent fenders - well excellent except for the fact that they are flat and will not hold air. They have a valve that looks like a small hole. When I stick a proboscis type inflator in and pump up the air just comes out again once the inflator is removed. Can these valves be replaced or repaired?

Had a similar problem which I fixed by fiddling old bike tyre valves, the ones with the rubber tube that covered the inlet hole and made a non-return valve of it. I suppose there must be variations of it that will work.

Someone suggested using outside of old BIC pen and taping to inflator . Havnt tried yet
