Fed up with rebuilding British Seagulls...

the valves were suspect, so I'm supposing they are in a head?

the rocker cover & fixings are rusted and I haven't got it off yet, so I guessed there'd be a head under there somewhere.
what else would do it?

Honda Bf2d and 2.3hp haven't got a cylinder head.The cylinder barrel is a one piece casting including ports. I thought you had seized your Honda?.I may be wrong and often am but I have never diagnosed a misfire from valve issues. Plenty of carb and plug problems but never ever valves. Apart from a rocker cover and fasteners you have enough to make a good engine.
 
My own engine has had carb troubles for years, my mechanic couldn';t get it running properly in spring so I got another carb... but it has been haemorraging oil all season, was knocking and misfiring until it seized on Friday.
I dont trust any part of that engine now.
Th other engine belonged to a mate and had been in hondas hands to diagnose a misfire, they replaced plug, coil and carb to no avail, so they thought the valves were sticking but the powerhead fixings were so corroded they couldn';t remove the skirt and my mate abandoned it, so I bought it just for the carb as above.

So I could put it all together but I still have the suspect valves..

Or just buy a Seagull
 
I am deaf enough already, and have no wish to revert to mixing oils or clearing water cooling of any brand, let alone Seagull.
I have reluctantly gone with the devil I know and bought another Honda. I will replace the fixings this year so that when it needs attention in years to come it can be worked on.

If I can get the fixings undone on the others I might rebuild one if I ever get bored.
