Sadly Henry VII being short of fund decided that he as king owned every piece of land from High water mark to Low water mark and could charge rent on it, likewise everything he licenced as a harbour then had to pay him fees.

His Nibs, who may never become king, decided that any achorage near a harbour in the duchy could apply the same rule. Helped him pay for Harry. Normans!!!!

That’s not exactly right, there are many duchy harbours that you can anchor just outside of and not be charged. . . . .
Its not universal, but "just outside" of is not in the bay. I was thinking of the fine bay next to St Marys at the time which has changed only a few years ago, and my (cornish speaking) historian Navigator put me straight as to how it arose

would you care to elaborate a little as that is not a very clear statement. St Mary’s harbour only charge for their visitors moorings as no anchoring is allowed within the harbour limits, anchoring just outside the harbour limits is allowed, so long as the ferry access is clear, and it’s free as it is in any bay in Scilly apart from new Grimsby just off Tresco

There is only one place that has the right to charge and thats the Beaulieu river which the Lord their owns.

henry the V111 gave dispensation for all to anchor free of charge unless you were commercial. The RYA used to have on its site that you have freenavigation (including anchoring) in anytidal waters but that’s now disappeared. No doubt hewho took that off will be knighted in a few years.

The Falmouth fee collecting guy did actually offer to take my gash ashore and get groceries once, although it was a visitors buoy not anchored. Still a rip-off price though.
