Hot on the heels of a recent thread about Falmouth and how you get charged, is this application by Falmouth Harbour Commissioners to extend their area of control substantially, and to give themselves more powers.

No it’s not. If you read the documents that is the original outline of the “harbour” plus the pilotage extension.

There is no doubt a lot of devilish detail embedded in it but without being familiar with the previous legislation and similar from other ports, it is a specialist job to establish what it what.
Maybe the RYA could look at it but I would not count on it.

One thing I do know, when consultants start firing off words like - income streams, vibrancy and sustainability customers are in for trouble.

I did, and the new draft order is very specific that the whole area comes under Commissioners control.and gives detailed GPS coordinates for the boundary.
 
With reference to the images, specifically the inner harbour area, it would seem that the light blue area around the commercial docks and ship repair yards is not part of the Falmouth Harbour Commissioners remit. Since the anchorage off the yacht haven is mostly in the light blue area, does that mean that the Commissioners can't charge for anchoring there?

Interesting observation. I'd imagine it comes under the docks authority, who may have passed collection duties to the HM, or there may be a local byelaw.

Is anchoring forbidden in that area?
 
Since I last posted, I have made further inquiries. The area concerned does belong to the dockyard and Falmouth Harbour Commissioners don't charge for anchoring there.However, because vessels have to pass through FHC controlled waters to get there, anchored vessels are charged harbour dues, currently £15 per night for under 12 metres.
