I’m borrowing a friends RIB with a Honda 10hp Outboard – probably less than ten years old. Engine always starts instantly and ticks over well when cold or warm. Will just run on tick over when just pushed into gear but will instantly stall on any throttle. After a couple of minutes or so warming, it will accelerate normally and run fine – if perhaps a bit rough. Don’t particularly want to get involved if there isn’t a fairly easy fix. Could be an electric choke or carburettor pump..?
 
I have a 15hp of the same vintage, same engine, it used to do the same Apparently they are really fiddly and finicky to tune, different jets and balancing the two. A service sorted her and it runs really well now.
 
Sounds like a carb clean needed. Perhaps also check it hasn’t managed to leak some engine oil up and into the carb, by means of it being stored or sat in a position that allows this. Some 4 strokes are famous for this. Fresh fuel and the fuel line and primer bulb fitted doing the right direction presumed ? Thought I’d ask just in case. Many times I’ve been silly and had the fuel line back to front.
