Fairline trim tabs

Hi everyone, I am trying to work out whether the trim tabs on my Phantom 46 have full movement. At this time she is out of the water having years of antifouling removed and made good. We have undone the Bennett rams and the tabs only deflect by a few degrees. See photos.

So my question is, does this look normal or should we be able to push them further?

Thanks. I am trying to push them down so we can get in to machine off the paint and they won’t go down any further so wanted peoples opinion if they are seized or the movement is normal?
 
Extend the rams and see if the holes line up
One guy on the helm another watching ready to say STOP when fully extended .

Looks like me as if they are ceased btw .
 
From your pic it looks like your tabs are mounted in 'pockets' in the hull, like mine were on my P40. The tabs never went down much, and 'up' was into the pocket, so I guess the travel was deliberately limited by the hull designer or by the manufacturer when hull no 1 was sea trialed. I undid the ram on one and tried to push the tab down, but no! I never understood the reason ie the fluid dynamics at the transom. They were a real pain to scrape out the old a/f before repainting.
 
They should go down a lot further.

I'm not sure how your dual ram per tab set-up is configured, as I've only seen systems with one ram per tab. Do you have a HPU per tab serving both the rams? I wouldn't assuming the rams are seized, as it would be mean both had seized, and could just as easily be something else.

Check the reservoir for fluid, top up if needed.
When the button is pushed (up to bring the tab down), do you hear the motor running?
Correct voltage seen at the pump?
What button/display do you have? Could be calibration is lost and it thinks rams are down, could just need re calibrating.
