VP 2003 existing Racor R12s. Could I mount an extra Cav296 before the Racor, as changing the Cav filter is a lot cheaper than the Racor?

Most people prefer Racor because they work better and are easier to change. I've had both and fortunately my CAV is in an easily accessible position. The filters are a tenth the price of Racor ones so I'm happy enough to stick with it.

Why? Has the current primary filter ever let you down?

CAV are a pain in the backside, never easy to change in a seaway and if it is before your primary filter will be in some unreachable part of the boat. You are introducing another link in the fuel system that might add air to the fuel.

As said the trick with the CAV is to position them so it is easy to get to and you can locate yourself such that you a wedged and can work comfortable.

Also consider a sediment strainer before the primary filter.

If you want cheap, do what I did and go to a car breaker and pick up a pair of spin-on filters. A few fittings and taps from ASAP or wherever and you've got a pair of spin-on filters with car-priced cartridges. Run on one, with the other primed and ready to go, and you can switch filters in seconds.

CAV are fine if you're doing them regularly, but the just different enough not to be interchangeable O rings are a pain. I'd hate to be trying to change one head down in a dark engine bay, bouncing up and down while the crew's screaming that the rocks are getting closer.

I don't bother to change my cartridges routinely, just once in the 12 years or so they've been in, because they were getting rusty. One of the best mods I ever did on the boat.

If you add another filter which will also need more pipework make sure your fuel pump will be strong enough to suck the fuel through the added pipework & filter ,
I made the mistake above and also installed the second filter slight lower (big mistake) so you should really install another filter at the same height as your existing filter or you might have similar problems

I converted my CAV filter to the screw on type - MUCH easier to change the filter with minimal mess. Plus I add MR16 to keep the diesel clean of bugs. Very little evidence of bug when changed yearly.
