What is the model number ( not serial) onthe ID plate on the transom clamp bracket. That will identify it precisely and we will know exactly what we are talking about.
As far as I know all Johnson 2 cylinder 4 hp 2 strokes were genuine Johnsons. but depending on age could have different ignition systems .
Check the sparks with a spark tester ( improvised if necessary). A points system should give a good spark which will jump about 3/8" . A CD system a little more
This sounds like quite an old engine. We have a 4hp Johnson twin from the 60(?)s and I remember an evinrude 'Speed Twin' 4hp from the same era. So well before CD ignition.
I will go out to the shed and have a look, but think it is as mentioned. One coil and both plugs spark at the same time.
Might you have a duff plug?
Just seen that you changed the plug.. So the lead?
Common issue with OMC engines. It's more chance than not the coil. They get hot and crack. Spares are readily available
