EU certificate Vat paid

A Finnish family purchased a SeaRay from an English broker and paid 50% advance.
The broker had confirmed that the VAT was paid and the boat registered.
Before the transport to Finland, it appeared that the EU plate/numbers were falsified.
As the seller is extremely slow to resolve this matter, could you suggest us what to do ?

Where is the boat now?
I'd demand return of funds immediately.
Is the broker registered?
