Eton public EA moorings

It's not unusual on the South Coast to ask someone to move a bit or when you come back from a walk to find you've been moved a bit (not often and usually by marina crew). Is this a big No No on the Thames?

I was told off in no uncertain terms when I assisted a late arrival to moor up, by moving a boat which an owner had left slap bang in middle of the EA moorings at Yalding .
I was sitting on the boat when the first boat owner came back and demanded to know who had moved his boat.
Of course said it twas me and why.
He then went off on one, ranting about how I would be responsible for damage and if it broke adrift etc
Fine said I.
Being of retiring and delicate nature was somewhat taken aback, then decided in the spirit of live and let live, advised him to tell someone who actually gave a ****.
He disappeared upstream a few moments later.
Wooden sailing boat with the mast removed , pretty certain he was living on boat.
