I think Erdogan is playing to his home audience. The surest way to regain popularity is to sabre rattle against an old perceived enemy, and that's what he's doing. His claim that islands have no continental shelf is contrary to all international agreements and his insistence that the Lusanne Treaty that established the borders of modern Turkey is invalid are also aimed solely at bolstering Turkish nationalism at home. If he was serious he would already have occupied Kastelorizo, there would be nothing Greece could do to stop him and the international community would most likely shrug and point out that it's very close to Turkey and very far from Greece in any case. He no more wants conflict in the region than he wants to catch COVID, this is all for show.
