Environmental Anti-foul Removal.

If you can remove anti-foul with total environmental containment then there is no excuse to disallow DIY removal. Sorry if you don't have Facebook, but I found this amongst those annoying random videos in 'Watch'. Other systems may be available.

Looks like it works on nail varnish as well!

It would have taken several weeks to remove the antifoul on my old boat using that.

I wouldn't let anything that can remove paint anywhere near my hands, unless it had a 'dialled back' setting. No reason I can see that negative pressure, i.e. vacuum couldn't be as effective as conventional blasting. Plus you have the bonus that neither blasting media nor anti-foul detritus gets anywhere outside of the operation. Would be interested if anyone had real life experience of such a system.
