Engine won't stay at hi revs in fwd gear but revs up by itself

Thanks for all the extra replies. She'll be out of the water this week so can check the prop then. Will check some of the other things you've all suggested.

The filters were pretty black.

@nigelmercier - she does it at sea, and we replicated it tied up alongside.
