Electrical wizard needed

The buzzer on my Vetus MP21 engine panel does not operate when the warning lights (oil press, overheat etc) illuminate. Checks with a voltmeter show 0.3 volts at the buzzer and at the terminals for an optional additional buzzer ( where I have tried a new buzzer without success). I think there is a fault in the circuit and I need a competent electrician who could check where the fault is and fix without charging the earth. There is only a small PCB with a few resistors & diodes, so I don't think it would be too difficult for an electrical wizard. I even have a cct diagram. Any recommendations please for the Ipswich/ Lowestoft/Yarmouth area? Many thanks in anticipaton.
 
The 0.3 volt, is it between buzzer and ground, or buzzer terminals ?

Can you put up the diagram, I like a challenge.
