I raised the problems related in several posts on this forum directly with Reading this morning and have just received the following statement which they issued this afternoon:

Please be aware we are currently working to at least 10 working days to process applications and in some cases over our published customer charter of 10 working days. We are sorry for this delay and are working really hard to process applications as quickly as possible.

Until we are working within our customer charter again, our enforcement staff will take no formal enforcement action if customers who have applied and are waiting for their registration plate, keep or use their boats on the river.

This notice is also now available on the EA website at:
http://www.environment-agency.gov.uk/homeandleisure/recreation/boating/31605.aspx

Note that the Thames office is now dealing not only with Thames but also with licenses for East Anglia and the Medway which has increased the load as well as a mad rush pre Easter.

They are also appealing for people to resist telephoning which takes staff away from the primary task.

So they are sending people out to sticker boats saying call this number but telling people not to call . The master plan is going well then :D
