You don't see how much the application for costs was. He might have had a reason for not paying full costs.
Also the EA have sent up something called Enforcement Once - which is a super quick enforcement service. Rod licence offences are dealt with in this way but I'm not sure if this applies to Inland Waterways Order. Using such a system minimises the EA's costs - I suspect its still more than £60 mind you!!!
