EA advice re: locks

The date on the River Conditions page is 1st September which means that it was consciously updated yesterday and, in the opinion of the EA, reflects the current conditions.

Have a look at the right hand paragraph, under 'likely outlook'.
Am I missing something? It's been tipping down for weeks and water still comes over the weirs, so is the EA's advice about saving water, or electricity?
It may have rained quite a lot recently but it most certainly has not been "tipping down for weeks". In any case, the ground is so dry that much of the water is being absorbed and is not necessarily feeding the river itself.

I sat at Cookham all day Sunday and ran back down to Bray on Monday in persistent rain but there was no significant increase in flow.
