if nothing is going on, they 're right to go there later in the season (if weather allows), because in July and august, its so crowded that it is no fun anymore. Sometimes 2 or 3 cruiseships on anchor and all guests visiting the old town....
or they just filled up with taks free fuel in Tivat Porte Montengro / have to leave the country immediately, so go for a coffee or a short stay to Croatia, and visit Cavtat and or Dubrovnik (only 25 / 35nm)
