Yes they do have the database, but government IT being what it is, this is not always integrated with the system they operate to receive calls. Used to be on a seperate PC at the back of the ops room at Swansea but these days )post their fire) they respond to me with my boats name so maybe they are more up to date.
 
check out page 27 of your manual, you cannot input mmsi number starting with 0 , which is the 1st figure of all the coastguard stations, so its maybe defaulted back to channel 16.

the dsc mayday will automatically be picked up by the coastguard on channnel 70...

Well they can just look on the ITU's MARS site, which is the definetive source for worldwide DSC numbers.

On a more serious note, it's not very definitive, as many here have noted out of date or absence of records

Certainly the coastguard in the UK had two systems which weren't integrated, and not sure if that has changed in recent months.

Mine was missing for months from that site, after a number of complaints to Ofcom they finally uploaded it. If your not on there and in foreign waters, dont take it for granted that the local CG will be able to get your details, like if you have liferafts, max number of pax, emergency contacts etc
