Drunk in charge.

Not much of a story, some geezer zumped up on booze driving his Narrow Boat. No mention of him water skiing or anything else. Probably just an over-reaction by someone and the Old Bill jumping on a boat instead of a motorist. Meanwhile Granny from Wigan is robbed but that's of no matter.
 
So the police ignore the call from a concerned member of the public 'cos it's just some geezer who's had one too many and he's just weaving around on the cut at walking pace

And then he bounces off several moored boats, doing minor damage before crashing his 20 ton steel boat into a pair of lock gates at 5mph doing damage that closes the canal for nearly a week in the height of the canal holiday season (causing untold inconvenience and expense for dozens of hirers and hire companies). He falls off the back of the boat and drowns.

Actually, in the real world he didn't drown but only because he was pulled out of the water by some passing boaters. He then turned aggressive (the drink) and had to be sat on by a rather large chap until the old bill arrived and arrested him for being drunk and disorderly

If the police had failed to respond to the situation and it escalated they'd have been pilloried for it, rightly.
