On a more serious note, am I right in having understood that the 249g Mavic Mini allows to not bother with any bureaucracy (also in the US, including Hawaii where I will stay for a while), and just use the good old common sense to avoid flying it in forbidden areas, on the face of other folks, and so forth?

In principle, you are correct.
Drones weighing 250g or more have to be registered.
So the new Mavic Mini at 249g doesn't have to be registered.
But everyone has to follow The Drone and Model Aircraft Code - see here:-
