Dripping Sealine Tap

Does anyone know how to replace the washer on this tap?

I have tried everything I can think of to take it apart but have failed miserably.

Lever out the little plastic red or blue centre cap first, and all will be revealed.

I have taken the plastic caps off completely but still couldnt see how I could get at any servicable parts.

In that case the tap tops are probably a push-on fit and just pull or lever off!
