Very interesting and thank you all for taking the time to read and take part. I gather this from what has been written.
It will be important not to compare the problem with cars and that law.
Those that will have to police any law will hopefully only use it to reduce danger and after an incident.
I't might make people think a bit more and possibly act grown-up.
It is a shame though that the authorities think that they must control us with powerful laws, who wants to be a criminal ?
We just might have to live with it.
 
just add to your conclusions that there are far more important targets they could go at if they really wished to improve saftety among water users -
enforcement (including suitable powers) of local byelaws
insistence of very basic safety equiepment - ie lifejacket for all on board
craft not overloaded

I would rather they had a few words with any inebriated skipper whilst discussing these issues than following any incident.
 
It all reminds me of the whole thing about traffic wardens - the old yellow caps (the good ones) never saw it as their jobs to go out and prosecute drivers, but rather to advise and educate them on how to use the road in a civil manner. How that's changed...
