I don't know for sure, but it's probably something to do with the DF28 being a category B boat, just like every other 28' sailing boat on the market.

It's not something I have every heard of in regards to a recreational boat.

Hasn't it got something to do with rescue range, once you're beyond 60 nm off shore your likely to be out of the rescue comfort zone by air and sea (or perhaps just by air).

The 60 mile bit comes from the MCA coding for commercial boats such as sailing school and charter boats.
